EVALUATING THE IMPLEMENTATION OF THE RIGHT TO EDUCATION (RTE) ACT IN SECONDARY SCHOOLS: AN EMPIRICAL STUDY OF THE GWALIOR DIVISION

Abstract

This study provides an empirical assessment of the implementation status of the Right to Education (RTE) Act in secondary schools, specifically within the Gwalior division. The RTE Act is a significant policy initiative in India aimed at ensuring the universalization of education and educational equity by providing free and compulsory education to children aged 6 to 14 years. While the implementation of this Act has been widely observed at the primary level, there is a lack of sufficient research regarding its effectiveness and compliance status at the secondary level. Primary data for this study were collected from selected government and private secondary schools in the Gwalior division using questionnaires and interviews. Descriptive and inferential statistical techniques (such as mean, t-test, and ANOVA) were employed to analyze the data. The findings indicate that several challenges—including infrastructure, teacher availability, resource distribution, and administrative monitoring—persist in the implementation of the RTE Act. Additionally, significant disparities in implementation levels were observed between government and private schools. The study concludes that effective implementation of the RTE Act requires policy-level reforms, equitable distribution of resources, and a regular monitoring system. This research offers valuable insights for policymakers, educational administrators, and researchers.
